In a united front, every National League club will delay their kick-offs on Saturday, November 15, as part of a fresh campaign to attain three promotion places into the English Football League (EFL). This unprecedented move, dubbed the "3UP Day of Action," will see all 3 PM fixtures across the National League division commence at 3:03 PM. The initiative is a direct response to the EFL Board's continued reluctance to formally consult its 72 member clubs regarding the National League's request for a third promotion spot.
The National League is mobilizing the entire football community, including clubs across the UK, fan groups, players, managers, media personalities, and politicians, to support the "3UP" campaign. The campaign has already garnered widespread support from football organizations, prominent broadcasters, sporting figures, and numerous Members of Parliament across various political parties, who are actively lobbying the EFL for change on behalf of the National League.
National League chair Jack Pearce stated that the 72 clubs "simply won't accept the current circumstances blocking them from parity and fairness with all the other professional teams in England". He added that since the launch of the "3UP" campaign, a "remarkable number" of EFL clubs have privately expressed their support for the change.
Currently, the National League has one automatic promotion place for the title-winners. The second promotion spot is awarded to the winner of the play-offs, which involve the teams finishing from second to seventh. The National League's proposal for a third promotion place aims to provide more opportunities for clubs in the fifth tier to progress to League Two.
The EFL has expressed concerns about the "competitive balance" across all leagues within the football pyramid. However, the National League argues that this issue does not apply between the National League and EFL. Since two promotions were introduced to the National League in 2003, no title-winning club has ever been relegated from the EFL the following season, and almost half the clubs currently in the EFL's three leagues have competed in the National League at some point.
The "3UP Day of Action" has the full backing of the 72 National League clubs. While the 48 National League North and South clubs do not have league fixtures on November 15 due to the FA Trophy Second Round Qualifying, they will be fully involved in the campaign, as they were for the initial launch. The clubs are united in their commitment to enhancing the league's visibility and attracting investment. The delayed kick-offs are a symbolic gesture designed to highlight the importance of granting fifth-tier clubs a third promotion place.
